Drugs and other substances
The

damage caused by drugs are a social problem and public health first order throughout the Union and the rest of the world. According to (Article 152), to define and implement any policy or action, the EU has an obligation to ensure a high level of protection of human health. The Treaty states explicitly that the EU will complement the action of Member States aimed at reducing the health damage caused by drugs, including information and prevention. "

According to figures from the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) in 2007, from 1990 to 2004 there were between 6,500 and 9,000 deaths from overdoses every year, bringing to a total of 122,000 the number of deaths over that period. In the whole EU, the drugs caused 4% of all deaths of persons aged 15 and 39 years of age. In some countries, the share of young deaths from this cause is 7% (although a more realistic figure of 10%, particularly given the tendency not to report these cases.) Recent data confirm that cannabis is the most abused illicit substance in Europe, especially among young people. Recent estimates of the prevalence of problematic opiates at the national level range between 1 and 6 cases per 1000 people aged between 15 and 64 years of age. Observed throughout Europe are indications that the use of amphetamines and éxtasistiende to stabilize or even decline. In 2005, the number of substitution treatment (especially methadone and buprenorphine) in EU member countries and Norway was estimated at least 585,000 (including many patients and previously treated). In many countries, drugs for treatment are requested being mostly opiates (including heroin). In 2000 there were a total of 326,000 requests for treatment (by "treatment demand indicator" or TDI) for all types of drugs. In 40% it was opiates, 46% of them intravenously and 20% of cannabis (usually treated as outpatients).

Across Europe, HIV transmission remains of particular concern among injecting intravenous drugs, although most countries report low rates of new HIV infections attributable to injecting drugs. The EMCDDA estimates that in the EU, up to 200,000 people infected with HIV are or have been drug intravenously. In this group is estimated at 3,500 a year, the number of new cases of HIV diagnosed annually in the EU: the health issue thus remains considerable. But the situation is much worse in rates of infection with hepatitis C virus, which remains almost universally high among injecting intravenous drugs: an estimated 1 million current or former consumers in this way are infected, of which a considerable number have already stopped using the drug.
